Consultation - Changes to the Council's Parking and Mileage Allowance Payments

This article has been brought to you by Slough Borough Council's Corporate Management Team, for the attention of Headteachers in Slough, to share with all members of staff.

Please take the time to read each document as it proposes council wide introduction of car park charges and car mileage allowance. The document relating to parking charges also includes an appendix with answers to your FAQs about parking. (Please log in to view the attached documents).

Car Park Changes

This document details the proposals to introduce parking charges for all employees who choose to travel by car to the town centre for work purposes, including those who will be based at 25 Windsor Road.  These proposals will impact on parking arrangements for employees who are currently based at St Martins Place (SMP), Landmark Place (LMP) and The Curve.  The charges are proposed to take effect from 1st October 2019.  However, all employees will be able to continue to park for free on the Montem site and Hatfield car park until September 30, 2019.

This consultation document also highlights a further review of parking at hubs and all other Council buildings which will take place next year (2020).

The proposals affect all directly employed staff within the Council and who work at Council buildings or hubs (excluding schools).  Slough school-based support staff, where the Local Authority is the employer i.e. community and voluntary controlled schools, are not affected by these proposals as they have separate parking arrangements with their schools.

Car Mileage Allowance

This document details the proposals to remove the £1,000 mileage allowance payable to staff upon completion of 1000 business miles in a tax year through a transitional arrangement as outlined in section 5.

The proposals affect all directly employed staff within the Council and who work at Council buildings or hubs (including schools) who are in receipt of £1000 lump sum in respect of mileage for business use in excess of 1000 miles.  This affects all staff on the following national terms and conditions:-

  • JNC for Chief Executives
  • JNC for Chief Officers
  • Soulbury Terms and Conditions
  • Teaching Terms and Conditions
  • NJC for Local Government Services (Green Book)

Slough school-based support staff, where the Local Authority is the employer i.e. community and voluntary controlled schools, are also affected by these proposals.

The purpose of the consultations is to inform staff and Trade Unions about what is proposed and to listen to your comments and suggestions – there may be things that have not been thought of and if viable alternative solutions are suggested then the proposals can be changed.

The consultation documents include details of how to respond with your suggestions to Parking-consultation@slough.gov.uk (for the consultation on parking charges) / mileage-consultation@slough.gov.uk (for the mileage allowance consultation). The consultations close on Monday 24 June at 4pm.  The consultation responses will be issued in July. While it will not be possible to reply to every individual response, all will be considered and generic responses provided. Where appropriate, we will also add FAQs to insite.
