This is a proposal for a new SEND funding matrix for Slough and is for the attention of Headteachers, SENDCo's and Governors.
The proposals have been developed by a working group of school leaders, local authority officers and specialist practitioners established following a meeting of Schools Forum in March 2018. Specifically the working group was tasked with designing a new a funding model for SEND that:

Aligns with the SEND Code of Practice (2015)

Offers a single banding framework across the continuum of provision in Slough that is fair and equitable

Provides transparency in how the LA assigns monetary values at each Band

Helps shape how the LA and colleagues in schools understand SEND and specialist support/provision
The proposed banding model has not been developed to reduce the total cost of top-up funding for children and young people with SEND. Rather, the aim is to make sure that resources are more precisely allocated according to need, providing the appropriate level of support for children and young people with an EHCP in Slough.
We want now to test the model more widely with a wider group of stakeholders and hope that you will be able to attend the meeting on 12th February.
Running parallel to this will be an online consultation on both The Link (aimed at school professionals) and The Local Offer (aimed at parents and carers). This will go live from Monday 4th February until Friday 15th February.

1. A SEND Matrix that, for each of the 4 main SEND categories across 6 levels of severity and complexity sets out:

Suggested supporting evidence

The kind of support and/or provision required to meet need
2. An overview of the proposed funding model
3. A short feedback questionnaire
Our aim is to introduce the model from 1st April 2019 for new requests for Education, Health and Care needs assessments and for students with an EHCP who are transferring phase during the next academic year. There will be no changes to the funding for children and young people in existing funded placements.
